JOLIET, Ill. - A former Joliet police lieutenant is facing felony charges after an Illinois State Police investigation into allegations that he misused the city's Flock surveillance camera system, according to state law enforcement.

Jeremy Harrison, 50, of Plainfield, was charged with computer tampering and official misconduct, Illinois State Police said. He was serving as a lieutenant with the Joliet Police Department when the allegations arose.

The investigation began after the Joliet city inspector general asked state police to look into Harrison in October 2025. The request followed an allegation that Harrison had been using the city's Flock system for personal benefit.

The Flock system is a network of private surveillance cameras that law enforcement agencies use to track suspects and vehicles. Misuse of the system can raise concerns about privacy and the proper use of public resources.

State police's Division of Criminal Investigation Zone 1 and the Illinois Appellate Special Prosecutor conducted the investigation before presenting the case to a Will County grand jury. The grand jury returned the charges against Harrison.
