New Housing Plan Aims to Address Student and Community Needs

Rockford developers have proposed a major 350-unit apartment complex next to Rockford University as the city seeks to address housing demand.

The University Hill development would sit on a vacant parcel in the 5300 block of East State Street, directly adjacent to the campus.

Project Includes Mixed-Use Components

The proposal includes approximately 350 apartment-style residential units along with lower-level parking and a central courtyard with recreational amenities.

Three standalone commercial buildings would also be constructed along E. State Street to create mixed-use space for the neighborhood.

University Leadership Supports Development

Rockford University has expressed support for the project in a letter included in the zoning board agenda packet.

University leadership said aging dormitories could benefit from nearby housing alternatives and that the development could help attract and retain students.

The project is intended to provide apartment-style living opportunities for students while also serving broader housing needs in the area.

Zoning Board to Review Proposal

The Rockford Zoning Board of Appeals is scheduled to consider the request for a special use permit needed to move forward with the University Hill development.

City staff recommended approval of the request, saying the development is compatible with surrounding land uses and would contribute to economic growth along the corridor.
